Persons aged 18 or over who are classified as severely mentally impaired (SMI) may qualify for a Council Tax reduction.

To qualify you must provide:

  • A medical certificate from a qualified professional (usually your GP) confirming a severe and permanent impairment of intelligence and social functioning, and
  • Proof that you receive one of the qualifying benefits listed in our SMI Qualifying Benefits Guidance Notes.

How much discount can you get?

People with SMI are disregarded for Council Tax purposes. This means the amount you pay depends on who else lives in your home. Please see the examples below.

  • SMI person living alone → No Council Tax
  • SMI person and a full-time student → No Council Tax
  • SMI person and a carer (who provides care but isn’t their spouse or child) → 50% discount
  • SMI person and one other adult → 25% discount
  • SMI person and two adults → No discount

To apply, you will need to:

  • Step 1 - Complete the online form
     
  • Step 2 - Download the 'Doctors Certificate' in the Download section on this page
     
  • Step 3 - Ask your Doctor to complete the Doctors Certificate
     
  • Step 4 - Once the Doctors Certificate is signed, upload your Doctors Certificate online

Without all these steps being completed, we cannot consider your application.
