Our City: Our Plan sets out how the Council will continue to work alongside its local, regional, and national partners to improve outcomes for local people.

The plan sets out an ambition that ‘Wulfrunians will live longer, healthier lives.’ Delivery of this ambition will be supported by six overarching priorities:

1. Strong families where children grow up well and achieve their full potential

Outcomes:

  • Children and their families stay together, get the help they need and are supported by their family network
  • Children and young people are safe in and outside of their homes
  • Children in care and care leavers have stable, loving homes
  • Children have the best start in life and good early development
  • High quality education which closes the attainment gap and supports inclusion
  • Every young person in the city is equipped for adulthood with life skills and ready for work
2. Fulfilled lives for all with quality care for those that need it

Outcomes: 

  • People are empowered to access clear information, timely advice, and tailored support at the earliest opportunity - enabling them to stay connected, build resilience, remain independent and thrive within self-supportive communities
  • People with care and support needs and their carers get the urgent or short-term support they need, when they need it, to enable them to get on with their life as quickly and independently as possible
  • Keeping people safe and supporting them to live gloriously ordinary lives, doing the things that matter to them and having a place they call home with good quality care provision
  • Access to high quality, appropriate care provision, which is readily available, and meets people’s individual needs and outcomes
3. Healthy, safe and inclusive communities

Outcomes: 

  • Help more people live for longer and stay healthier for longer
  • Help people live happier more active lives
  • Improve access and uptake to NHS services including vaccination, screening and health checks
  • Support and protect the city from communicable diseases
  • Protect vulnerable people at risk of harm and exploitation
  • Inclusive, welcoming communities where people feel safe and look out for each other
4. Good homes in clean, green and well-connected neighbourhoods

Outcomes:

  • Work together to deliver more new homes
  • Safe and healthy homes for all
  • Access to a secure home
  • Clean, green neighbourhoods and public space
  • Well-connected businesses and residents
5. More local people into good jobs and training

Outcomes: 

  • Help create good quality local jobs
  • Work in partnership to support local people into work and better jobs
  • Flexible skills system which supports local businesses to grow and residents to access high quality training and better jobs
6. Thriving economy in all parts of the city

Outcomes: 

  • Support local businesses to start up, scale up and thrive
  • Attract new investment which brings social and economic benefit to all
  • Vibrant high streets with quality culture and leisure offer
  • Grow the low carbon and circular economy

Our principles

Our six overarching priorities are supported by four cross cutting principles:

  • Climate Action - We remain resolute in taking positive climate action in all we do to challenge the increasing and real impacts of climate change globally and locally. We are expanding our reach to a focused city-wide collaborative and partnership pathway towards Our Net Zero 2041 Wolverhampton.
     
  • Driven by Digital - Digital skills and secure connectivity are vital for residents to access services, stay connected, and engage in the job market. The city leads in digital infrastructure, with major improvements in fixed and mobile connectivity. We embed cybersecurity and data protection throughout, and by using digital technology and AI responsibly, we’re transforming service delivery to be smarter, efficient, safe, and resilient.
     
  • Fair and Equal - We will continue to tackle the inequalities in our communities which impact on the opportunities of local people. The Council’s ‘Excellent’ rated equalities framework is at the heart of this plan. Everybody in our city, whatever their background, should have a pathway to achieve their potential and succeed. No community will be left behind as we transform our city together.
     
  • Wolverhampton Pound - The Wolverhampton Pound is an initiative supporting community wealth building. Through the Wolverhampton Pound we want to use the combined power of institutions, businesses and communities to retain local wealth, creating new jobs and opportunities. We’ll do this in partnership with the city’s anchor institutions.

All that we do as an organisation will support these strategic priorities. We cannot do this in isolation, we will continue to work as one council and one city to ensure that these priorities are delivered.
