Local Access Forums (LAFs) were introduced by Sections 94 and 95 of the Countryside and Rights of Way (CRoW) Act 2000. Each LAF is a statutory body and its main function is to advise the appointing authority on improvements to public access for the purpose of open-air recreation and enjoyment of the area.

City of Wolverhampton Council is part of a Joint Local Access Forum, which, in addition to Wolverhampton, covers all of Staffordshire (except those areas within the Peak District National Park), and the City of Stoke on Trent. The Forum consists of 18 members drawn from a wide variety of backgrounds and varied interests including walking, cycling, horse-riding, conservation and wildlife, as well as farming, rural business and disabled access.
