Discretionary Housing Payment is a discretionary financial award to help assist customers who are unable to meet their housing costs.  The money for these awards is paid to the Council in the form of a grant by Central Government.  However, the grant is capped so it isn't possible to help everyone who applies.  Awards are normally short-term or for a limited period depending on an individual's circumstances.

Who can apply?

Wolverhampton Residents who are receiving Housing Benefit or the Housing Costs Element of Universal Credit.

A Discretionary Housing Payment (DHP) is an award of additional financial assistance to help with your rent / other housing costs. The council can make an award if you are unable to meet your eligible housing costs from your available income or savings and you live in Wolverhampton.

You may only apply for a DHP if you are getting housing benefit or the housing costs element of universal credit. It does not matter whether you rent your home from the council, a housing association, a charity or a private landlord.

In most cases, any award of a DHP will be short term to give you time to make changes. This could mean moving to more affordable accommodation, getting help with budgeting advice, adjusting your finances, dealing with a temporary difficulty, finding employment or returning to work. A DHP can be awarded for longer periods in exceptional circumstances.
