Tenants in Council homes managed by Housing Management organisations can help improve the services you receive by providing compliments or complaints.

Housing Management Organisations

City of Wolverhampton Council is Landlord to over 20,000 homes. There are four housing management organisations contracted to manage our homes. These include Wolverhampton Homes and our 3 Tenant Management Organisations (TMO):

  • Wolverhampton Homes
  • Bushbury Hill Estate Management Board
  • Dovecotes Tenant Management Organisation
  • New Park Village Tenant Management Cooperative

You can submit both compliments and complaints about the services you receive. You should send these to the organisation that manages your home.

Each housing management organisation will have two stages to their complaints handling process. If you are not satisfied with the outcome of your complaint, you can refer it to the Housing Ombudsman.

The Housing Ombudsman

This service looks to resolve disputes involving tenants and leaseholders of social landlords. This includes the council and its housing management organisations.

The Housing Ombudsman introduced a Complaint Handling Code in July 2020. This sets out good practice to help landlords respond to complaints fairly. The code requires social housing landlords to complete and publish a self-assessment. The council has worked with our housing management organisations to complete these self-assessments.
