City of Wolverhampton Council invites applications for the role of Independent Remuneration Panel Member

The Council operates a scheme of members’ allowances for its councillors based upon recommendations of an Independent Remuneration Panel. All councillors receive a basic allowance, and certain councillors and other independent members also receive special responsibility allowances as office holders. The scheme is regulated by the Local Government Act 2000, and the Local Authorities (Members' Allowances) Regulations 2003.

The council is looking to appoint members of the Independent Remuneration Panel to review the Members Allowances Scheme from time to time and recommend its findings to the council.

It is important that those selected have the profile and experience that the community would respect in bringing an independent and informed perspective to the allowances process.

The Independent Remuneration Panel Member will:

  • be able to demonstrate independence from the council

  • have an analytical mind

  • have good interpersonal skills

  • have an ability to give clear and reasoned advice, and have an awareness of the political environment in which local government operates

Who is eligible?

A person may only be considered for membership of the Independent Remuneration Panel if he, she or they:

  • is not a member or co-opted member of the Council or any of its committees

  • would not be so disqualified from being a councillor of a local authority

  • is not a relative or close friend of a member or employee of the council

The post is not salaried.

Applicants will be asked to apply in writing submitting:

  • their CV;

  • together with a written statement of no more than 1000 words setting out why they would like to be considered for the role and how they would contribute to the panel

  • the CV and statement should be returned to: Monitoring.Officer@wolverhampton.gov.uk

The initial selection will be determined through a review of the CV and the accompanying statement, with subsequent interviews and appointments to the panel conducted by the Monitoring Officer.
