The registered keeper of the vehicle is liable for a Penalty Charge Notice, even if they were not the driver of the vehicle at the time of the contravention. For more information about the process, please visit the PATROL (parking and traffic regulations outside London).
If you've been served with a parking fine - Penalty Charge Notice (PCN), you can pay in a number of ways.
You can now pay your Penalty Charge Notice through My Account which gives you access to a range of Council services - get started by registering for an account here and pay your PCN. You'll need your 10 digit Penalty Charge Notice number.

Paying online is quick and easy. Payments are protected using Secure Socket Layer (SSL) technology. We accept most major credit and debit cards.
Unfortunately, payment plans are not accepted. Part payments can be made however, it is the motorist’s responsibility to ensure payments are made on time.
Please note: if you have lost your PCN ticket, please contact Parking Services. You will need to have your vehicle registration details beforehand.
Other ways to pay
By telephone
If you have a touch-tone telephone with a 'star' button and a 'hash' button, you may use the council's 24 hours automated telephone payment line.
Please call Freephone 0800 180 4464 selecting option 3 from the menu for Penalty Charge Notices.
By post
You can send your payment by post by sending a cheque/postal order - with your name, address and Penalty Charge Notice number on the back - made payable to Wolverhampton City Council to:

Enforcement Agents/Bailiffs
If an Enforcement Agent has contacted you about the collection of an outstanding debt, please direct all communication and payments to them. City of Wolverhampton Council cannot intervene at this stage. To challenge the Notice and make an Out of Time Witness Statement, please contact the Traffic Enforcement Centre on 0300 123 1059.
