The £10.6 million i10 scheme, developed in partnership with Neptune Developments, has been nominated for the Sustainability Award, and is up against the University of Birmingham training school project for the honour.
The winner will be announced at an awards ceremony at the Hilton Birmingham NEC on Thursday 17 November.
Councillor John Reynolds, Cabinet Member for City Economy, added: "The remarkable success of the i10 development has shown Wolverhampton can compete for and secure occupiers and investment.
"The team who put the project to together should be extremely proud of what they have achieved and being shortlisted for this award is the least they deserve.
"More than £992 million of investment in the city centre is either on site or in the pipeline and i10 is a shining example what that investment is delivering."
More than 80 jobs have been created by the ground floor i10 tenants, Greene King, Superdrug, Kaspa's Desserts, and Wok&Go.
The 3 floors of top grade office space above the ground floor are also fully occupied by Ovivo, Countryside and Tarmac's Building Products division.
The new showpiece i10 building next to the train station was completed in December and forms part of the city's £132 million Interchange plans.
It is a key reason why Wolverhampton has been named fifth in Property Week's 'Hot 100 Retail Locations 2016' rankings for where in the UK investors can find the best retail and leisure opportunities.
As well as encouraging more investment and boosting prosperity in the city, i10 forms part of the gateway to the city for people arriving off the national rail network, by bus or Metro.
Wider development will include a new state of the art railway station and the Metro line extension, which will include a new stop at the station.
Work on the refurbishment and extension of the railway station car park is on track to complete at the turn of the year and the new bus station is already in use.
