Inspectors visited St Michael's Church of England Aided Primary School in Tettenhall last month and judged provision to be "outstanding" across the board.
In her report, lead inspector Sue Cameron found that St Michael's provides a "safe, nurturing and aspirational environment that supports pupils extremely well. They are given every opportunity to become successful learners".
Headteacher Kate Jackson, her leadership team and governors "provide outstanding leadership. Their vision to achieve the very best outcomes for staff and pupils is abundantly clear in all that they say and do".
Mrs Jackson is "uncompromising in her determination to ensure the best possible outcomes for pupils", while the quality of governance is "impressive and cohesive", with well trained governors using their skills and experience effectively. They are both well informed and highly involved in the work of the school.
Teaching is outstanding, with staff delivering "the rich and varied curriculum highly effectively". As a result, "pupils receive an outstanding education and do well socially and academically".
Children often join the school with skills, knowledge and understanding below those typical for their age, but thanks to the support they receive from St Michael's the "vast majority make rapid progress to achieve outcomes above national average by the time they leave the school".
Provision in early years is also outstanding, with children making very good progress so that the proportion achieving a good level of development by the time they reach the end of reception is also above the national average.
Pupils are "proud of their school", and "demonstrate outstanding behaviour and attitudes at all times", while parents are "overwhelmingly positive about the school". Inspectors say one parent spoke for many when she described St Michael's as a "wonderful school community which cares for and develops the whole child".
St Michael's was found to be Outstanding in all 5 inspection areas: the effectiveness of leadership and management; the quality of teaching, learning and assessment; personal development, behaviour and welfare; outcomes for pupils; and early years provision. The school was rated Good at its last inspection in 2012.
Kate Jackson, Headteacher, said: "I am thrilled with the outcome of the report and the achievement of pupils, staff and governors - it reflects their hard work, resilience and dedication.
"It is as a result of our shared belief, built on a strong Christian ethos, that across the school everyone can achieve. At the centre of school life are individual children who demonstrate an unquenchable thirst for learning and outstanding behaviour and attitudes."
Councillor Claire Darke, the City of Wolverhampton Council's Cabinet Member for Education, said: "This is a wonderful inspection report which is full of praise for the efforts of Kate Jackson and her leadership team, the teachers and support staff, the governing board and of course the pupils and their parents.
