The City of Wolverhampton Council issues minibus permits for voluntary/non-profit organisations on behalf of the Department for Transport. To see what legislation applies please visit Local Government (Misc. Provisions) Act 1976.
What are the conditions of the licence?
Minibus permits are only for non-profit organisations. If a profit-making company wants to operate a minibus, they must be a Private Hire Operator. Operator licences are available here: Apply for Private Hire Vehicle Operator Licence.
We would only give permission for up to 8 passengers. You must hold a Private Hire Vehicle Driver and Private Hire Vehicle Licence. If the vehicle is for more than 8 passengers, you must licence this as a public service vehicle (PSV). This is via the DVSA. Permits are transferable between vehicles, but permits must be held for the number of vehicles in use at any given time.
How will you determine my application?
We will only grant a permit subject to the completion of an application form. You must evidence all suitability.

How do I apply?
You must apply for your licence online. Once an application has been received customer services will contact you via telephone to take payment. Wolverhampton Schools can also pay by internal transfer. Once payment has been received, we will process your application.
