Make Your Home Warmer, Greener and Cheaper to Run

Every home is different, and some lose heat more quickly, making it harder to stay warm during colder months. Installing energy-saving improvements, such as insulation, helps reduce heat loss through windows, doors, roofs, and walls.

With these upgrades, your home will warm up faster and stay comfortable for longer. Energy-saving improvements also reduce the amount of energy needed to heat and power your home, making it easier to maintain a warm and healthy environment.

By improving energy efficiency, your home will use less energy overall. The improvements provided through this scheme are selected to maximise potential savings on energy bills. However, the exact amount you save will depend on future energy prices.

The Warm Homes: Local Grant is currently only available to residents in the following areas of the City:

The Government has also announced further Warm Homes funding for 2028 to 2030, which will allow new priority areas to be identified in the future.

Household Eligibility

You must meet ALL of the below criteria:

1. Your property has an EPC rating of D, E, F, or G –
   1. you can check your EPC rating on the government website, OR;
   2. if one is not available, a free EPC can be arranged as part of the grant application process
2. Your property is located within a priority postcode area
3. You are the legal owner of the property, or have a valid tenancy agreement and your landlord’s consent

Please note, eligibility does not guarantee funding.

Landlord Eligibility

If you are a landlord, you may be eligible if:

• Your tenant(s) meet the household eligibility – tenants must still provide evidence of income
• Your properties are EPC Band D or E, (or Band F  or G with a registered exemption)
• You have not exceeded £315,000 in minimum financial assistance under government rules

• You contribute:
  • 30% of total works cost for up to 4 properties that you own
  • 50% of total works cost for any additional properties that you own

You must pay the landlord contribution before installation.

There is an expectation that the cost of any landlord contribution is not passed onto tenants.

Reserve List Eligibility

If you do not meet the above criteria, you can still register your interest to be placed on a reserve list, and for future schemes. To do this, your household must meet one of the following:

A.  Within an eligible postcode
The Warm Homes: Local Grant aims to support residents in areas with the greatest need. If your home is in an eligible postcode area you will automatically qualify for the reserve list.

You can download a list of postcodes from the Department for Energy Security and Net Zero’s website.

B. Means tested benefits
Households receiving any of the following qualify:

• Housing Benefit
• Income-based JSA
• Income-related ESA
• Income Support
• Pension Credit (guarantee or savings)
• Universal Credit

The benefit recipient must be a permanent resident of the household.

C. Household income threshold
If you are not in a qualifying postcode and do not receive means-tested benefits, you can still qualify if your household income is £36,000 or less after housing costs. Household income includes any benefits you receive, except:

• Personal Independence Payment (PIP)
• Disability Living Allowance (DLA)
• Attendance Allowance (AA)

Funded measures may include:

• external or internal wall insulation
• loft, room in roof and cavity wall insulation
• air source heat pumps
• high heat retention storage heaters
• hot water cylinder insulation and thermostats
• smart / digital heating controls
• solar panels

Other measures may be recommended such as:

• energy efficient lighting
• underfloor insulation
• double glazing
• high temperature heat pumps
• solar thermal, or direct electric heaters

All measures must be installed in line with industry standards.

Although you can express preferences, the measures approved will depend on:

• technical assessment
• industry standards
• value for money checks
• programme budgets

After you apply:

1. We will confirm household eligibility and provide an offer letter if due to receive the grant.
2. We will complete an initial retrofit assessment to confirm property eligibility and proposed upgrades.
3. If you agree to the proposed upgrades, we will arrange installation dates.
4. After installation, you will receive a handover pack, including manuals, warranties, and guarantees.
5. Act On Energy will make periodic post installation checks.

When can I apply?
You can apply for the grant up to December 2027. However, as there is limited funding available you are encouraged to apply as early as possible.

Q: Will this cost me anything?
Measures are fully funded if you own your own home. 

If you are a landlord, you must contribute 30% of the total works cost for each of the first four properties you own that receive upgrades through this programme. For any fifth or subsequent properties that you own, you must contribute 50% of the total works.

Q: If eligible, can I choose what upgrades are installed in my home?
You can express a preference, but specific upgrades to be installed will be dependent on technical assessments, industry standards, value for money checks and programme budgets.

Q: How do I know if I qualify?
Priority is given to homes in areas that experience higher rates of fuel poverty. If you’re unsure, register your interest and we’ll check for you.

Q: What can I do if I don’t qualify for the grant?
If you don’t qualify for the grant at this time, you are welcome to register your interest. This will allow us to contact you about future home energy efficiency grants.

Q: I am a Council tenant. Am I eligible for this grant?
Council tenants and social tenants are not eligible for the Warm Homes: Local Grant. A separate scheme, the Warm Homes: Social Housing Fund, is designed to upgrade social homes. If you are eligible, the Council or Wolverhampton Homes will contact you directly.
