Welcome to information about the council’s cosmetic compliance scheme.

The scheme has been developed by our environmental health team and is open to all beauty, cosmetic and aesthetic businesses across the city.

This is a voluntary scheme which aims to improve standards within the industry, provide reassurance to customers and help promote compliant businesses to the public. 

More and more people are choosing to have non-surgical cosmetic procedures. Treatments such as dermal fillers, anti-wrinkle injections (including Botox), chemical peels and energy-based treatments have become increasingly common. The popularity of these procedures is due to:

  • the influence of social media and beauty trends
  • easier access to aesthetics clinics and high street providers
  • more affordable options
  • ongoing improvements in products and technology

Most of these treatments are offered by private providers, and new procedures are becoming available all the time.

However, as the popularity of these treatments has increased, so has the number of concerns around poor standards and high-risk procedures received by the council. This includes an increase in complaints received from both the public and practitioners within the industry.

To help manage this, the Government is planning to introduce a mandatory licensing system for non-surgical cosmetic treatments in England. However, a date for this is yet to be announced. Until the mandatory scheme is introduced, our local voluntary compliance scheme aims to offer a level of reassurance to the public when they are considering cosmetic procedures.

Please note, the voluntary scheme will not replace your obligation to obtain a licence in the near future.

Who can join the scheme?

Premises and practitioners offering the following procedures:

  • Semi-permanent skin colouring
  • Anti-wrinkle injections (Botox)
  • Weight loss injections, including Lemon Bottle
  • Skin boosters
  • Facial dermal fillers
  • Vitamin injections
  • Microneedling, including Radiofrequency
  • Laser and light therapy
  • Chemical peels
  • Platelet Rich Plasma (PRP)

What will the scheme cover? 

The voluntary compliance scheme will focus on infection prevention and control standards, including facilities available within the premises such as access to a hand wash basin, clinical waste provisions, readily cleansable walls and floors, storage facilities, and cleaning chemicals. 

It will also look at practitioner competence, including personal hygiene, personal protective equipment, cleaning procedures, and a review of pre-consultation and after care procedures. 

Systems for protecting children from harm are included.

Please note, the scheme will not review individual procedures, it focuses on the fundamental requirements of infection prevention and control.

What standards do we expect to see?

Premises standards

  • Hand washing facilities, including access to hot and cold running water, liquid hand soap and hand drying facilities
  • Safe storage, handling and removal of clinical waste
  • Secure storage for equipment and products
  • Decontamination and cleaning procedures, including access to suitable cleaning products
  • Access to an autoclave where applicable
  • Adequate lighting and ventilation
  • Non-porous, cleanable surfaces
  • Bleed and spillage kit available on site
  • Suitable toilet facilities
  • Refrigeration of products where required
  • First aid kit

Practitioner standards

  • Suitable training, skills and knowledge
  • Risk assessment
  • Infection prevention and control procedures
  • Suitable and sufficient pre-consultation procedures, including medical assessments, consent, and refusal policies
  • Procedure for protection of children from harm
  • Good personal hygiene
  • Personal protective equipment (PPE)
  • Product safety
  • Access to licensed prescription-only medicines, including face-to-face consultations
  • Complication management and aftercare procedures

Our site visit felt supportive rather than intimidating. As a nurse-led clinic, we already prioritise safety and governance, so it was reassuring to see that we were already up to the compliance scheme standard. 

We think the scheme is a really important step forward for the aesthetics industry. It brings a level of accountability that has been needed for a long time. For clinics that are already working to high standards, it helps illustrate their safe, ethical practice and sets us apart from the unregulated side of the industry. 

Ultimately, this is exactly the direction the industry needs to be moving in. Having a framework like this not only improves patient safety now but also prepares clinics for future, much needed, national licensing. It raises standards and ultimately protects the public, which should always be the priority.

We were invited to be part of the Cosmetic Compliance Scheme by Charlotte, whom we have had a great professional relationship with for many years. A date was agreed and Charlotte provided some preparatory information to help us get best prepared.

The visit was detailed but efficient as well as being very positive with us being complimented on many aspects of our business and its competency.

Having ran the business for 12 years I have seen firsthand the changes in the industry, some of which being worrying, so it is really important that expected standards are now being monitored of businesses within this field, as this will hopefully eliminate bad practice, which in turn will increase safety to members of the public who opt to undergo such aesthetic/skin procedures.
