The Local Transport Plan

The Local Transport Plan (LTP) is the statutory planning document for transport required by the Government to award transport capital funding to local authorities. The procedure stems from the Government's transport white paper A New Deal for Transport - Better for Everyone published in 1998.

The LTP sets our local transport strategy to improve transport provision to ensure that people have a genuine choice of how to travel. The document is also used to bid for Government funding and to monitor the progress we make to implement the transport strategy. Local authorities are given the freedom to decide how the funding is spent to meet their transport objectives. However, the level of funding allocated to each authority is based on the Government's assessment of the strength of the strategy and the delivery of that strategy. 

The Local Transport Plan needs widespread support if it is to be successful in achieving its goals. Consultation with local people, businesses and other interest groups is important to the establishment of the strategy and to the success in achieving its goals

Wolverhampton is one of the eight authorities within West Midlands conurbation which come together to produce the West Midlands Local Transport Plan. The authorities are:

  • Birmingham
  • Coventry
  • Dudley
  • Sandwell
  • Solihull
  • Walsall
  • Wolverhampton and
  • West Midlands Passenger Transport Authority / Centro

This joint document sets out the transport policy strategy for Wolverhampton. The latest version of West Midlands Local Transport Plan was published in July 2005.

The draft West Midlands Local Transport Plan for 2006-2011 was published in 2005. A final version of this document will be submitted to the Government in March 2006.
