Changes to parking enforcement in Wolverhampton
Wolverhampton City Council has responsibility for enforcing parking regulations. The Council works with its contractor, APCOA to enforce the parking regulations across the City under the Civil Enforcement of Parking Contraventions (England) General Regulations 2007.
From March 31st 2008, Penalty charge Notices will be either £70 (higher level) or £50 (lower level), with corresponding reductions to £35 or £25 if payment is made within the 14 day period.
The level of charge which applies to the different contraventions has been fixed by the Secretary of State, with the higher level applying generally where a vehicle has parked where this should not take place and the lower level where parking is allowed, but the vehicle has not complied with the conditions for parking, such as exceeding the maximum time limit or not displaying a Pay and Display ticket.

- Encourage safe and sensible parking in Wolverhampton
- Reduce road traffic congestion
- Improve safety for ALL road users
- Ensure that bus services, the emergency services and delivery of goods are not delayed
- Improve air quality, health and the general environment.
The City’s Civil Enforcement Officers wear a distinctive red and navy uniform, each with an identification number attached to epaulettes that will also appear on any Penalty Charge Notice issued.
Why Observe Parking Restrictions?
The majority of motorists do follow the rules and observe restrictions and the Highway Code.
Motorists who ignore parking signs and restrictions can cause road safety hazards, traffic congestion, delays and annoyance to other road users.
What do I do if I receive a Penalty Charge Notice (PCN)?
DO NOT IGNORE IT – You will pay extra charges if it is not paid promptly.

An unpaid PCN is treated as a civil debt and the City Council will recover the debt through the County Court and bailiffs, costing you even more. If a PCN is part-paid the outstanding amount will be pursued for recovery.
What do I do if I consider my PCN is unfair?
Once a Penalty Charge Notice has been issued it cannot be cancelled by the Civil enforcement Officer. If you feel the notice has been issued unfairly contact Parking services as soon as possible in writing clearly stating the reasons why.
The grounds for cancelling the Penalty Charge Notice include:
- The alleged contravention did not occur.
- I was never the owner of the vehicle in question/ or i had ceased to be its owner before the date on which the alleged contravention occurred/ or i became its owner after the date on which the alleged contravention occurred.
- The vehicle had been permitted to remain at rest in the place in question by a person who was in control of the vehicle without the consent of the owner.
- We are a vehicle-hire firm and the vehicle was on a hiring agreement and the hirer had signed a statement acknowledging liability for any PCN issued during the hiring period.
- The penalty charge exceeded the amount applicable in the circumstances of the case.
- There has been a procedural impropriety by the enforcement authority.
- The order which is alleged to have been contravened in relation to the vehicle concerned is invalid.
- This notice should not have been served because the penalty charge had already been paid.
- Other grounds - any other reasons why you consider the council should cancel the penalty charge.
If the Council feels that the Notice was correctly issued then we will write to you explaining the reasons
for this decision.
If the Council rejects your challenge/representation you can appeal to an independent adjudicator. Parking Services will provide details of the adjudication service and how to appeal. The Traffic Penalty Tribunal will consider each case and their decision is final.
