Demonstrations and parades

Demonstrations, marches, processions, parades, street parties, fun days or other public events in the street need co-operation and liaison between the organisers, council, police and any other relevant organisations, ie St John Ambulance.

To assist event organisers with planning for an event the Wolverhampton City Centre Company has produced the Wolverhampton Events Guide. The aims of the guide are:

  • to create a consultation process between the Council, the emergency services, Wolverhampton City Centre Company and other partner agencies
  • to provide a consistent approach that will assist organisers to hold public events in a safe environment
  • explain the role of all agencies involved
  • explain the role of the event organisers
  • to inform event organisers that they are liable for the safe implementation of their events.

Timescales for notification of a proposed event

The following timescales for notification of a proposed event have been agreed by the Council, and the emergency services:

  • for a small event (defined as aimed at attracting 100 people or less) a minimum of six weeks notice is required.
  • For a medium event (defined as aimed at attracting between 101 and 999 people) a minimum of twelve weeks notice will be required.
  • For a large event (aimed at attracting 1000people  or more) six months notice will be required.

Should event organiser(s) give less than the above notice periods, they may be informed that agencies have insufficient time to advise on planning for a safe event.

Events on the highway

Sometimes events require roads to be temporarily closed to general traffic to allow the event to take place. When this is the case the organisers must gain consent from the Council for a temporary road closure.

For all temporary road closures an application form needs to be completed and returned to the Council's Transportation Network Management Service. In order to process the application and plan for a safe event six months notice is required.

All cost involved for both the closure and diversion signing will have to be borne by the event organiser.

Usually roads which are closed for sporting events can only be closed once a year without the consent of The Secretary of State.

Demonstrations

Demonstrations can not be dealt with by the Council and for these events the police must be contacted so that they can make the appropriate arrangements.
