Wolverhampton Local Offer explained

The Wolverhampton SEND local offer provides information in a single place for children and young people with special educational needs (SEND) and their parents or carers.

Wolverhampton Local Offer has now been 'live' since 1st September 2014. The SEND Partnership Board have undertaken a review of the local offer using the principles set out in the SEND Code of Practice 2014 as a basis for this review which can be seen here in our Wolverhampton Local Offer Review 2016/17

SEND information from the department for education

The Council for Disabled Children (CDC) in partnership with the Department for Education has produced a series of fact sheets, films and posters designed to help children and young people understand some of the key themes of the new SEND reforms.

The Children and Families Act 2014 requires each Local Authority to produce and publish a Local Offer which sets out in one place information about provision available across education, health and social care for children and young people in the area who have special educational needs or are disabled. Further information about the requirements of the Local Offer can be found in Chapter 4 of the pdf icon SEND Code of Practice - January 2015 [3Mb].

You can find information on what services children, young people and their families can expect from a range of local agencies including:

  • special educational provision;
  • health provision;
  • social care provision;
  • other educational provision;
  • training provision;
  • travel arrangements for children and young people to schools, colleges and early years education; and
  • preparing for adulthood, including housing, employment and leisure opportunities.

Co-production: Working in partnership in Wolverhampton

The video below features footage from representatives of the City of Wolverhampton Council, CCG, Voice 4 Parents and the Information, Advice and Support Service who worked together jointly to co-produce the Local Offer.

The principle of co-production has been applied to the development and production of our Local Offer. A Parent Advisory Board has worked alongside the Local Authority to help shape the content and appearance of our Local Offer. We continue to work with Changing Young Lives to ensure our Local Offer is co-produced with young people and responds to the issues young people have raised with us. Special thanks go to Voice4Parents Wolverhampton, Changing Young Lives and Include Me TOO (IM2) for their continued support.

Wolverhampton's work on the health component of the Local Offer has received national recognition in the  Contact A Family good practice guide for parent participation [1Mb].

A multi-agency Local Offer Partnership Board was established to oversee the planning and delivery of our Local Offer. The following principles were adopted by the Board and will continue to be at the heart of our Local Offer. The Local Offer will be:

  • Collaborative
  • Accessible
  • Up to date
  • Comprehensive
  • Transparent
