Regenerating All Saints, Blakenhall and Parkfield

Find out about the multi-million pound regeneration scheme for All Saints, Blakenhall and Parkfield.

What is ABCD?

All Saints and Parkfield, the areas traditionally tarnished with the reputation of being city’s red light district, are being transformed thanks to the multi-million pound All Saints and Blakenhall Community Development (ABCD) New Deal for Communities regeneration scheme.

ABCD was awarded £53.5 million in 2001 to regenerate All Saints, Blakenhall and Parkfield over a ten-year period.

The programme is working across five themes - reducing crime, boosting health, improving education, creating jobs and a ensuring better standard of housing and environment.

Investment targeted at the street sex trade

To date, almost £700,000 has been invested by ABCD in projects specifically targeted at ridding the ABCD area of street sex:

  • We fund the detective who coordinates the police vice team and has also paid for two vehicles used by officers patrolling the area.
  • We have funded the posts of two arrest referral workers, employed by Wolverhampton Primary Care Trust, who assist sex workers to beat their drug addiction and escape from the vice trade.
  • We have installed better street lighting in All Saints.

Other regeneration projects

There are many other projects taking place which, although not directly linked to tackling street sex, are making the neighbourhood a safer and more pleasant place to live and work:

  • The popular ABCD Neighbourhood Wardens are the biggest team of their kind in the city. They patrol the area day and night providing eyes and ears for the community and a link to agencies like the council and police.

Major projects in the pipeline are:

  • Tesco, the current owners of the Royal Hospital, are on the verge of submitting plans to develop the sprawling site which has been empty and falling into a state of disrepair for years.
  • Private developers are also being sought to transform the Cable Street industrial area which has huge potential due to its ideal location close to the city centre and being adjacent to the ring road and a canal.
  • Dixon Street Playing Fields will undergo major improvement work in the coming years.
