If you are a manufacturer or supplier of a driver safety enclosure (DSE) product and wish for it to be considered on the approved list for licensed hackney carriage and private hire vehicles, please ensure it meets the following requirements.

The Council is in talks with the suppliers of Driver Safety Enclosures to secure an initial discount on behalf of the trade. An email will be sent to all licence holders with information on approved suppliers.

The enclosure:

  • Must be manufactured from rigid plastic glazing.
  • Must protect the driver from all passengers.
  • Must comply with the Road Vehicles (Construction and Use) Regulations 1986.
  • Must be tested to a satisfactory standard in road traffic collisions by Millbrook/UTAC or HORIBA MIRA.
  • Must be professionally installed by a competent person in accordance with the manufacturer’s instructions.
  • Must be fitted within the vehicle accordance with regulations UN ECE R43.00 and R21.01 and Section 12 of the M1 category DVSA IVA manual.
  • Must not adversely influence or interfere in any way with the vehicle type approval.
  • Must not affect the structural integrity of the vehicle.
  • Must not be modified from the original manufactured design, without the manufacturer’s confirmation that this will not cause any safety issues or non-compliance with the relevant UK and/or EC safety legislation.
  • Must not negatively affect any safety equipment, such as airbags, or escape from the vehicle.
  • Must be 100% transparent.
  • Must permit clear conversation between the driver and passengers.

Please provide evidence of compliance with the above to vehicle.lic@wolverhampton.gov.uk with your safety documentation for consideration. The Licensing Manager’s decision is final.
