Draft Housing Strategy 2008 to 2012 Consultation
The existing Housing Strategy 2004 to 2008 is now at the end of its life and consultation is underway on the development of a new housing plan.
The Draft Housing Strategy from 2008 to 2012 aims to:
- set out some of the achievements delivered under the 2004 to 2008 Housing Strategy action plan
- summarises the key drivers at a national, regional, sub regional and local level that will underpin the development of the new city-wide Housing Plan
- summarises the key characteristics of, and imbalances in, housing markets across the city
- emphasises the importance of evidencing the contribution of the new Housing Plan to achieving outcomes identified in the emerging Sustainable Communities Strategy for the city.
Developing the Housing Strategy 2008 to 2012
A number of key pieces of research for the city have been undertaken since the development of the existing housing strategy including:
- A city-wide Private Sector Stock Condition Survey 2006
- Black and ethnic minority Housing Needs and Aspirations Research 2006 (BME HR 2006)
- A city-wide Housing Needs Study 2007 (HNS 2007)
- Sub-regional Housing Market Assessment 2008
- Private Sector Housing Strategy 2008 to 2012 (Consultation).
This research, together with feedback from community consultation have helped to identify a number of key issues and questions raised in the strategy for consultation, including:
- the need for more affordable housing
- reducing the number of long-term private sector empty properties
- improving the quality of the private rented sector
- quality of housing
- access to housing and housing advice
- quality of neighbourhoods
- homelessness and housing needs of vulnerable people
