The council's role
The council has an important role as landlord and stock owner, and in monitoring the performance of the managing agents.
Monitoring is done to ensure that all Council tenants receive good quality housing management and maintenance services.
Managing performance
The council's work in housing performance management involves the collection, monitoring and reporting of various performance indicators.
Performance is monitored against a range of performance indicators (PIs). The indicators include the relevant Best Value Performance Indicators (BVPIs) and a range of local indicators including:
- rent collection
- empty property turnaround
- general repairs.
The Government sets out the Best Value Performance Indicators (BVPI) and the Council in consultation with the managing agents agrees ‘local’ indicators.
Performance management reports
The council monitors a range of performance information on a monthly, quarterly, and/or annually basis. From 2008/09 eports are presented to Scrutiny Board on a quarterly basis. Reports were previously presented to the Cabinet (Performance Management) Panel.
There are challenging targets for each of the indicators based on the performance of similar service providers, customer expectations and year on year performance improvement.
