Wolverhampton City Council and its partners are committed to making sure that all of our Black and Minority Ethnic (BME) residents get fair housing services that meet their needs. The BME Housing Action Plan is now in place to ensure this happens.

Why do we need a black and minority ethnic housing action plan?
Wolverhampton City Council aims to understand and meet the needs of all communities in our City as part of our commitment to equality in service and housing provision.
As the Black and Minority Ethnic community grows and becomes more diverse, we want to assess how housing and housing services are meeting their needs, and where we can improve and do things better.
The Black and Minority Ethnic Housing Action Plan plays a key role in achieving this: it has identified a number of key priorities, which will be delivered through a series of targeted actions.
The action plan will be regularly monitored and there is a stakeholder panel set up to represent the views of residents, community groups and those that work with and on behalf of black and minority ethnic residents on housing issues that will assist us in this and hold us to account.
How the black and minority ethnic housing action plan was developed
The Black and Minority Ethnic Housing Action Plan is the result of an in-depth piece of research into the housing needs and aspirations of the City’s residents followed by extensive consultation with various residents, community groups and other stakeholders.
The research provides a baseline of information in terms of:
- BME Demographic Profile and Trends
- Current and Future Housing Demand
- Unmet Need and Concealed Households
- Supporting Vulnerable People
- Current Access to Housing Services
- Community Cohesion and Racial Harassment
- Homelessness
- Housing Choice and Market Restructuring
- Good Practice in Delivering BME Housing Services and Strategy
- Community Ownership and Engagement in Delivering the BME Strategy

Key housing issues were identified from the research and Council officers visited a number of community groups and attended various meetings across the City to test whether these were in fact what mattered to local people. A response to all the feedback received throughout the consultation period is summarised in the Black and Minority Ethnic Housing Action Plan which is available to download at the top of this page.
