Available grants - Owner occupiers and private tenants
There are a number of grants available to make your property more energy efficient if you are an owner occupier or private tenant and this can often be confusing due to the different eligibility criteria. The information contained below is an attempt to simply what grants are available.

Grants for people who have a long term or serious illness
If you have a long-term or serious illness you may be eligible for a grant through the Health Through Warmth programme.
Health Through Warmth is a programme to help tackle the issue of fuel poverty, associated cold-related illnesses and excess winter deaths. It provides energy efficiency measures and central heating systems where they are most needed.

The programme aims to
- Work in partnership to improve the health and living conditions of the more vulnerable people in local communities.
- Identify these people quickly through existing key workers in the local community
- Provide the best possible measures, help and advice appropriate to the household’s needs.
- Provide a crisis fund to finance measures for people who are not eligible for government and other grants.
- Monitor, measure and report progress.
Grants for home owners and private tenants who receive benefits
Warm Front is a government-funded scheme in England which provides grants of up to £2700 for heating and insulation improvements to make your home warmer, healthier and more energy-efficient. Grants are for people who are on certain benefits and own their home or rent it from a private landlord.
You can claim a grant if you are on certain benefits, and you have a disability; or have a child under 16 or are pregnant and have a maternity certificate MAT B1; or are 60 and over.

Insulation grants
We work with national company, the Mark Group, to provide free loft and cavity wall insulation to anyone aged 70 or over and residents who receive income based benefits. For all other households we can offer insulation for £99 per measure. Their own surveying team will be able to answer your queries regarding suitability of insulation in your home and arrange for a free survey by calling freephone 0800 093 5239.
You will need to have the following benefits to qualify for free insulation if you are not over 70 years old:
- Council Tax Benefit
- Housing Benefit
- Income Support
- Income Based Job Seekers Allowance State Pension Credit
- Child Tax Credit where the relevant income is £16040 or less
- Working Tax Credit where the relevant income is £16,040 or less
- Attendance Allowance
- War Disablement Pension (which includes either a mobility supplement or constant attendance allowance)
- Disability Living Allowance
- Disablement Pension which includes constant attendance allowance
Affordable Warmth grant
Wolverhampton City Council's local grant also provides energy efficiency measures including heating improvements, up to a maximum of £5,000 for owner-occupiers at risk of a cold-related illness (judged by the NHS flu jab criteria). You must also either be over 60, registered disabled, or in receipt of any of the eligible benefits

Kickstart loan
For more major home improvement works, loans are available for eligible households, including an equity sharing loan with no repayments until the house is sold.
