Heating and insulation help for council tenants

How does Wolverhampton Homes assist council tenants with inadequate central heating and insulation?

Each year Wolverhampton Homes fits approximately 500 new central heating systems (along with insulation works) to a wide range of properties across the city.

The ultimate aim of the central heating programme is to reduce fuel poverty for all tenants. The replacement of inefficient appliances coupled with the insulation package will have a significant impact on the quality of life of all of the recipients.

What if I have a serious health condition and cannot wait for the Decent Homes Programme to help me?

The Health Through Warmth scheme can help prioritise work if you have a cold or damp related illness and need help to improve the thermal comfort of your home.

What is available?

All properties are offered a comprehensive heating and insulation package which includes:

  • Grade A high efficiency condensing combi boiler
  • New radiators with TRV’s
  • Room thermostat
  • Digital timer programmer
  • Extractor fans in the bathroom and kitchen
  • Loft insulation
  • Draught proofing around doors and windows
  • Roof vents
  • Cavity wall insulation
  • Internal insulation on sloping ceilings in upstairs rooms (spandrels) where applicable

What happens if I have an old back boiler?

Tenants who currently have back boilers fitted will have these removed during the upgrading of the central heating system. They will then have the choice of replacing the old gas fire with an electric suite or new gas fire.

What happens if there is no gas supply in my area?

In situations where electric is the only form of energy such as tower blocks, Wolverhampton Homes will aim to provide a storage heating system.

Will there be any changes to this programme in the future?

The programme is currently funded by our Capital Programme.  It is anticipated however, that with the receipt of the Decent Homes funding, the central heating programme could significantly expand. It is the ultimate aim to meet the Decent Homes standard by 2012.
