Role of the Executive
The Executive makes decisions in line with the Council’s overall policies and budget. When major decisions are to be discussed or made, these are published in the Executive’s Forward Plan.
If the Executive wishes to make a decision which is outside the budget or policy framework, this must be referred to the full Council meeting as a whole to decide.
If those major decisions are to be discussed with Council officers at a meeting of the Executive, this will generally be open to the press and public to attend, except where personal or confidential matters are being discussed.

Membership
The membership of the Executive consists of the Leader and the nine cabinet members.

How are Executive decisions made ?
Executive decisions can be taken by:
- the whole executive, meeting together (also known as the Cabinet)
- a sub group of the executive (in Wolverhampton these are Cabinet Panels)
- an individual member of the executive (leader or cabinet member) acting with a senior member of staff known as a Green Decision.
