Parent Governor Representatives were established as part of the Schools Standards and Framework Act 1998, and are subject to the Parent Governor Representatives (England) Regulations 2001.

Representatives are elected by other parent governors to represent the views of all parents, in an apolitical way, on local authority overview and scrutiny committtees and sub-committtees dealing with education.

They have speaking rights on any issue under discussion by the committee, but may only vote on issues relating to education.

The Education Act 1996 requires that representatives are also co-opted from the Archdiocese of Birmingham - Diocesan Schools Commission (Roman Catholic) and Lichfield Diocesan Board of Education (Church of England) to represent the interests of church schools in the City.
