Complaining about the behaviour of a councillor
The City Council aims to uphold high ethical standards among Councillors and Co-opted members of the Council.
If you feel there has been a failure to uphold the standards, this page will explain how you can complain.
A complaint against a Councillor can be:
- An allegation that a Councillor has not observed the statutory Code of Conduct for Members.
This procedure will not be used if the matter concerns a council policy or a Councillor's decision to support or to refuse to support a Council decision.
This procedure does not replace the council's Corporate complaints procedure.
If you are unhappy with something the Council has done or failed to do, you should use the corporate complaints procedure.
Alleged Breaches of Code of Conduct
From 8 May 2008, you can complain to the council's Standards Committee that a Councillor has not observed the statutory Code of Conduct for Members.

Standards Board for England
The Standards Board for England provides an independent, national overview of how the council promotes and improves the ethical behaviour of councillors.
The Board assists the council by providing support and guidance, as well as investigating cases which it is inappropriate for us to deal with.
