Recycling Credits

Recycling Credits are payments made by the Council to local organisations, charities, etc who recycle materials arising from households in the City of Wolverhampton instead of sending them to landfill.

The recycling credit scheme was introduced in the Environmental Protection Act 1990 as one of a range of measures to encourage the reduction and recycling of waste.

In order to claim recycling credits you need to be registered with the Council, this registration is free. You will need to inform us of how much recyclable material you collect, where your site is and where the recyclable material is being processed.

Qualifying for recycling credits  

The council will pay recycling credits to approved and registered parties, the main criteria being that these parties are non-profit making organisations. This includes schools, voluntary groups, charities and community groups. Individual members of the public are not eligible to join the scheme.

The following criteria must also be met:

  • The materials must be household waste for which no collection or disposal charge is normally made.
  • The material must be collected from the Wolverhampton City Council area, and the Council will need to be satisfied that the waste collected would have ended up in the waste stream
  • The material must be recycled. it is not sufficient simply to collect goods that can be recycled. The Council will require proof that these goods have been passed to an approved merchant for processing.
  • If you or your group collect material for recycling in several different Council areas, you will need to register with, and keep separate records for each authority. 

How to claim

1. Register as a recycling collector by completing a collector/reclaimer application form:

If you are a merchant/recycler and also the collector of the material, you will need to complete both forms. There is no registration fee, but the Council will need to be satisfied that you are a 'bona-finde' operator who will meet all the necessary criteria. Your application is subject to approval by the Council.

2. Pass the collected materials to an approved merchant/recycler.

3. Obtain weighbridge tickets from the approved merchant/recycler for each delivery of material. Weighbridge tickets should be the originals and from a weighbridge that conforms to the Weighs and Measures Act. Weighbridge tickets must state your name, the type and weight of material and the date of delivery.

These weighbridge tickets must be submitted to the Council with a completed recycling credit payment form:
