Introduction to Wolverhampton's Unitary Development Plan

Wolverhampton City Council's Planning Policy service seeks to monitor, review and update its land-use planning policies and proposals. This is done in consultation with the local community, businesses and other organisations.

This page provides details of the review of the Wolverhampton Unitary Development Plan (UDP), first adopted in 1993.

About the Plan

The Wolverhampton Unitary Development Plan (UDP) is a planning document for land use which we are required to produce by the Office of the Deputy Prime Minister.

The UDP sets out how the city's land may be used in the future for a whole range of land use types including housing, industry, retail, business and leisure.

The UDP aims to guide the form and location of development within the City. The Council has a duty to monitor, review and keep the UDP up to date in consultation with the Wolverhampton community, businesses and other organisations.

The new UDP replaces the previous one adopted in 1993 covering the period 2001-2011.

UDP review stages

A UDP review consists of the following stages: 

Current status

The review of the UDP has now passed the Public Local Inquiry stage.

The consultation period for the First Deposit Plan ran from April to June in 2003.

The Revised Deposit Plan was prepared in response to approximately 1,000 representations received on the First Deposit Plan, of which over 700 were objections. These comments were submitted by a range of interests including local residents, organisations and businesses.

The consultation period for the Revised Deposit Plan ran for six weeks, from 12 March to 23 April 2004.

The Public Local Inquiry into objections to the Plan, ran between 30 November 2004 and 10 March 2005.

The Council received the Inspector's Report in October 2005.

The Council published its proposed modifications to the UDP in response the the Inspector's recommendations in January 2006. A six week consultation period on the modifications ran between the 13 January and 24 February 2006. 

Having considered the representations to the proposed modifications, the Council resolved to give notice of their intention to adopt the UDP at the Full Council meeting on 29th March 2006.
