Area Action Plans (AAP)

AAP

AAP are Local Development Documents focused upon a specific locations or areas subject to conservation or significant change, often including major regeneration projects or growth areas. As Planning Policy Statement 12 Local Development Frameworks (PPS12) outlines, AAP can:

  • deliver planned growth areas;
  • stimulate regeneration;
  • protect areas particularly sensitive to change;
  • resolve conflicting objectives in areas subject to development pressures; or
  • focus the delivery of area based regeneration initiatives.

AAP should focus on implementation, and provide an important mechanism for ensuring development of an appropriate scale, mix and quality for key areas of opportunity, change or conservation. An AAP should outline protection for areas sensitive to change and aim to resolve conflicting objectives in areas subject to development pressures.

The council has three programmed AAP in its Local Development Scheme (LDS) – the City Centre AAP, Stafford Road Corridor AAP and Bilston Corridor AAP. All three will build on work carried so far in the production of the Black Country Core Strategy.

Roles

To provide a planning framework for these critical areas of change, focussing on implementation and investment.

Aims and Objectives

To provide frameworks to deliver planned growth, stimulate regeneration, resolve conflicting land uses and prioritise investment within the AAP areas.

Timetable

Issues papers on the AAP's are due to come out in 2009. Further timetable information is available in the LDS.

A separate webpage has been set up for the Stafford Road Corridor AAP. Consultation on the Issues Paper runs until August 10th, 2009.

The purpose of Sustainability Appraisal is to appraise the social, environmental and economic effects of the strategies and policies in a local development document from the outset of the preparation process. This will ensure that decisions are made that accord with sustainable development.
