Retail core expansion (Summer Row)
A planning brief was adopted by the Council in November 2003 to help inform and guide prospective developers on the opportunity to expand the City's retail core (see attachment below).
In May 2004, Multi Development UK Limited (previously AM Development UK Ltd) were selected as the Council's preferred partner.
The scheme will involve the redevelopment of a site comprising 3.2 hectares (8.0 acres) on the southern edge of the city centre, bounded by Bell Street, Cleveland Street, Snow Hill, Temple Street, Victoria Street and Worcester Street.
It is anticipated that the development will provide approximately 1,100,000 square feet (98,690 sq metres) of new retail, leisure and associated floor space, including:
- a new department store;
- space for cafes, bars and restaurants;
- a new cinema;
- approximately 140 apartments;
- an 800 space underground car park
An outline planning application was submitted to the Council in April 2005 and is available to view at the Civic Centre reception number 24 (Regeneration and Environment). The application reference number is 05/0578. Planning Committee, at its meeting on 19 July 2005, resolved to grant outline planning permission for the scheme.
The City Council issued the Compulsory Purchase Order (CPO) to assemble the site for the £265 million regeneration scheme, to be known as Summer Row, in July 2006. The Retail Core Expansion Compulsory Purchase Order Inquiry started on the 17 April 2007. The Inspector's decsion is expected during November 2007.
