This directory aims to provide information regarding Alternative Provision in Wolverhampton and it’s bordering area.

We believe all children and young people, including those in alternative provision settings, deserve a high-quality education and the chance to fulfil their potential.

Alternative Providers can offer high quality off-site tutoring or intervention services to meet children and young people’s varied and complex needs. Schools can use alternative provision to prevent exclusions or re-engage pupils in their education, whether this is a return to mainstream school, specialist provider or post-16 provision.

Definition of Alternative Provision

For census purposes, the Department for Education define Alternative Provision as full or part-time education arranged by:

  • local authorities, either directly or working with schools, for pupils who, because of permanent exclusion, illness or other reasons, would not otherwise receive suitable education
  • schools for pupils to improve their behaviour off-site, or during a suspension

Alternative Provision settings provide education for pupils who do not attend a mainstream school or special school full time. The education often takes place at a Pupil Referral Unit, Alternative Provision Academy or free school, but placements can also be arranged in another mainstream school, independent school or in an educational setting that is not registered with the Department for Education.

Quality Assurance

The City of Wolverhampton Council’s Commissioning team undertake quality assurance audits which typically take place initially via a visit to observe sessions in progress followed by an audit of documentary evidence such as polices and reports. These are scored against eighteen quality standards which include:

  • Assessment & Understanding
  • Engagement & Relationship Building
  • Attainment & Progress
  • Longer Term Opportunities

The quality assurance audits identify strengths and any areas of further development. These are reviewed on an annual basis. The City of Wolverhampton Council is not responsible for updates/changes which have taken place since the creation of this directory. The directory will be updated annually ready for the new school academic year in September.

It is important to note that this directory is not a City of Wolverhampton Council ‘approved list’. These are our current providers who have registered on our Alternative Provision Flexible Framework or have been quality assured by the City of Wolverhampton Council. The responsibility for carrying out appropriate checks and reviews lie with the commissioning schools.

Please see the three tabs below that show current Alternative Providers who are Registered with OFSTED, Unregistered with OFSTED, or are a Tutoring Service.

Blackwater Academy

Blackwater Academy is an independent school for pupils from ages 11 to 18. While Blackwater Academy is an Alternative Provision Free School the academy recognises that there is a need to ensure that our curriculum is inclusive and accessible, providing opportunities for all students to succeed. Moreover, we recognise the need to offer the type of provision that allows some students to achieve their potential outside of what is accessible at Blackwater Academy.

To facilitate this individual learning pathway, Blackwater Academy works with different local providers to help students who have struggled to reach their potential in the academy environment to succeed.

Compass Community Schools

Compass Community Schools are unique and distinctive environments that are highly effective in supporting children with complex behaviours and needs. Our pupils have experienced trauma and adverse childhood experiences. We work with pupils to develop self-belief and support children in learning how to be effective learners.

Compass Community School Victoria Park is an independent specialist SEMH school in which specialises in supporting pupils with additional needs in the area of emotional regulation, social, emotional, and mental health needs. We believe that every pupil should be given the opportunity to access a full curriculum which rivals any mainstream setting while allowing pupils to achieve their own personal best.

The Parallel Core Curriculum is integral in developing a child holistically and supporting them with re-engagement in education. The PCC looks specifically at pupils’ metacognitive and learning skills to develop their overall approach to school and to society. Here, children can ‘Learn to Learn’, develop their Social-Emotional Learning, hone their Social Skills, and engage in targeted Social and Emotional Wellbeing (SEW) interventions.

    Liberate

Liberate Education offers part-time alternative provision. Extended services are also available to both primary and secondary schools which include intervention workshops covering a range of topics from CSE/CCE, healthy relationships, anger management and transition etc.

Our core purpose is to engage our learners back into education by offering bespoke learning pathways by an experienced team including teachers with a background in SEMH and SEN settings. Our therapeutic approach gives our learners the confidence to identify barriers to their learning and create realistic targets and goals for them to work towards.

Learners are baselined both academically and using our social emotion baseline tool which focuses on five key areas; Self-control and management of behaviour, social skills, self-awareness and confidence, skills for learning and approach to learning. We complete the tool alongside the learner, so that they are aware of their progress and are able to have input. We then identify the main areas of need and support the learner through mentoring them both 1:1 and in group sessions.

We conduct half termly assessment checks including teacher assessments which then feeds into the report which is submitted to the learner’s mainstream school and parents.

    Switch Midlands

Switch provides schools with approaches that help children and young people at risk of exclusion or isolation from their schools, families, or communities. We do this through delivering 121 or small group sessions that focus on developing essential social emotional learning skills.

Outreach practitioners attend school and deliver for pupils identified as requiring additional support with behaviour and wellbeing.
Outreach sessions can be highly targeted to specific needs, delivering a tailored approach. Our support provides a structured intervention using the Education Endowment Foundation’s recommended SAFE principles. This means our Outreach practitioners provide pupils with a Sequenced set of activities that use Active forms of learning through Focused time to develop skills, and Explicit target setting to monitor progress. This ensures skills are built sequentially across sessions and involve active forms of learning, such as role-play, discussion, and small group work.
