Requirements for joining the Standing List
To join the standing list, contractors must complete and return the questionnaire below and satisfy the following requirements:

Wolverhampton City Council is a member of the West Midlands Forum, which operates a Common Standard for Equalities In Public Procurement.
Financial Evaluations - Up to £30,000
Suppliers/Contractors who indicate that they only wish to be considered for smaller value contracts i.e. Class I contracts up to £5,000 & Class II contracts up to £30,000 will not need to provide copies of their accounts and no financial evaluations will be carried out.
However, companies will be required to provide relevant references demonstrating their competence. These will be thoroughly checked at pre-tender stage and the information provided will determine the maximum contract value to be allocated prior to firms being added to the Standing List.
Newly established companies may be restricted to Class 1 contracts and this will be reviewed as soon as relevant references are provided showing experience of higher value contracts.
Contracts Over £30,000
For larger value contracts the Council will carry out financial evaluations of applicants using data provided by Dun and Bradstreet (D&B), the world’s leading supplier of credit data. Exceptions to the above are for those firms already registered with Constructionline.
Constructionline Registration
Wolverhampton City Council accepts Constructionline registered firms as a method of assessing financial and technical competence of its contractors as part of the process of joining the Council’s Standing List. Notation Levels will be allocated on the basis of 50% of their Constructionline rating i.e. £650,000 x 50% = £325,000.
Technical approval will only be required for any additional work categories not already catered for within the Constructionline registration.
Applicants will however, still need to satisfy the Council’s requirements for (a) equal opportunities via compliance with the Common Standard and (b) health and safety via CHAS registration or alternatively can submit their safety policy for approval by the Council.

Health & Safety
In order to comply with its legal duties Wolverhampton City Council needs to ensure that only competent contractors are employed to undertake work on its behalf. The Council’s Central Safety Officers will monitor contractors health and safety processes, from pre-qualification to working on site. Applicants to the Standing List must satisfy the H&S requirements set out in the questionnaire giving them a choice of being vetted by the Council’s Safety Officers or pre-qualifying as a member of CHAS.
CHAS Registration
As part of the Council’s wider commitment to promoting recognised health & safety standards in the construction industry we support the use of the Contractors Health and Safety Scheme (CHAS). The CHAS assessment scheme provides a clear, fair, and transparent process for use in health and safety pre-qualification.
