Building materials on the highway

The Council appreciates the need for roadside deliveries of materials or equipment to building and construction sites.

In these cases, the Council expects that roadside deliveries should be brought 'on site' promptly and not left or stored on the public highway.

Building or construction materials are not permitted to be stored on the road or verge in Wolverhampton as they represent an obstruction of the public highway.

Any materials obstructing the road or verge are liable to be removed by the Council.

Permitted storage

The Council will only consider storage of materials on the highway by permit if there is insufficient or difficult site access and where all of the following conditions can be met:

  • materials are contained (bagged or secured)
  • materials do not pose a health or safety risk to pedestrians or road users
  • materials are marked with cones and amber flashing lighting
  • the presence of materials does not adversely affect local traffic and parking restrictions
  • sufficient Public Liability Insurance can be demonstrated.
