Enforcing authority for health and safety

Health and safety enforcement generally falls to one of two organisations, either the Health and Safety Executive or Local Authorities.

Which organisation depends upon the main activity at the workplace. The following is a guide only, you are advised to contact us if you are not sure who enforces your workplace:

Local authority

  • Warehouses
  • Wholesale and Retail shops
  • Tyre and Exhaust Fitters
  • Exhibition stands
  • Catering premises
  • Offices
  • Provision of consumer services, e.g. banks, shoe repair
  • Hotels, guest houses, bed and breakfasts
  • Health clubs and leisure activities including sports grounds
  • Saunas and solaria
  • Nurseries and day care centres
  • Undertakers

Health and safety executive (HSE)

  • Mines and quarries
  • Fairgrounds
  • Radio and Television broadcasting
  • construction sites
  • farms and agricultural activities
  • motor vehicle repair
  • hospitals
  • maintenance, repair and installation of electrical and gas systems
  • Schools and Local Authority premises
  • Domestic Premises
