Highways and Transportation Technical Guidance Note

This document is a technical publication, made up of specific transportation topics intended to assist developers, designers and planners to create quality places. The various parts of this document relate to the overall development process, from initially considering the site through to completing works. You should follow the guidance so your development proposals progress efficiently.

  • Part 1 - Introduction

    This Part of the document gives a brief introduction to the Technical Guidance Note.

  • Part 2 - Preparing Development Proposals

    This Part of the document gives guidance on preparing proposals for all types of developments ranging from a single house to a housing estate or from an industrial unit to a business park.

  • Part 3 - Design Guidelines

    This Part of the document gives guidance to help you design developments that provide layouts which meet the needs of all types of users and restrain vehicle dominance, that creates an environment that is safe for all types of road users, in which people are encouraged to walk, cycle and use public transport and feel safe doing so, and to help create quality developments in which to live, work and play.

  • Part 4 - Materials and Construction

    This Part of the document gives advice on standard construction requirements and materials which are used in general for constructing and maintaining highways throughout the region. This Part also provides details on our Commuted Sums Policy including setting out the legal background and how we calculate the sums. This Part should also be read in conjunction with relevant standard drawings and accompanying notes and specifications.

  • Part 5 - Adopting New Roads and The Advance Payments Code

    This part of the document deals with building new roads within development sites, and covers our requirements and procedures for managing the Advance Payment Code and for Adopting a road that you construct as publicly maintained highway.

  • Part 6 - Working on existing highways - Section 278 and 184 procedures

    This part of the document details our requirements for the construction of works on the existing public highway under Section 278 of the Highway Act. It covers what we will require from you in terms of technical details including safety audits and drawings to enable us to approve your proposed highway works, completing a Section 278 legal agreement to provide for the construction of your highway works, you constructing and maintaining the highway works before we take over their maintenance and our fees and other payments relating to the construction and maintenance of the road.

    This Appendix gives contact details for all highway services within Wolverhampton that are delivered by the City of Wolverhampton, and for all general enquiries.

    This Appendix explains why the Highways and Transportation Technical Guidance Note was required and describes the process that was undertaken in order to get it agreed and approved.

    This Appendix gives details of a residents survey carried out by Leicestershire County Council in 2000 to gather the views of people living in developments built to the standards set out in their 'Highway Requirements for Development'. This is the guidance upon which Leicestershire's 'Highways, Transportation and Development' (HTD) guidance is based, which the City of Wolverhampton Council has used to inform the review of their own highway adoption guidance.

    This Appendix displays the results of the residents survey which helped to inform the development of Leicestershire's HTD document, and upon which the City of Wolverhampton Council's revised guidance is based.

    This Appendix provides a summary of the Office of the Deputy Prime Minister (ODPM) project on the planning policy guidance document PPG3 and highway adoption. Leicestershire County Council played an active part in this project.
