The framework

The funding framework for schools is based on the legislative provisions of the School Standards and Framework Act 1998.

In accordance with these requirements, every local authority must have a Scheme for Financing Schools.

About the Scheme

This document defines the financial relationship between the local authority and the schools it maintains.

The Department for Education (DfE) provides local authorities with a model scheme which they must adopt. However, local authorities can amend or add to the scheme to reflect any local policies or changes.

Sometimes a local authority must make revisions to its scheme as directed by the DfE.

All maintained schools must be consulted on any proposed amendments or additions to the Scheme and these changes must be approved by the Schools' Forum before they can be implemented except where revisions are directed by the Secretary of State in accordance with the provisions of the Education Act 2011.

Schools' Forum at its meeting held on 6 December 2018, approved publication of Wolverhampton's revised Scheme for Financing Schools. The revised Scheme is effective from 1 January 2019, and supersedes all previous versions.
