Why are Penalty Charge Notices (PCN's) charged at different rates?

Your Penalty Charge Notice may be a different charge to another dependent on the type of contravention that occurred.

  • You will receive a fine of £50 on the issue of a Penalty Charge Notice for lower level contraventions.
  • You will receive a fine of £70 on the issue of a Penalty Charge Notice for higher level contraventions.

Lower level contraventions

Higher level contraventions

26Parked in a special enforcement area more than 50cm from the edge of the carriageway and not within a designated parking place
48Stopped in a restricted area outside a school during term time
12Parked in a residents or shared use parking place or zone without clearly displaying either a permit, voucher, or Pay and Display ticket for that place
21Parked in a suspended bay or part of bay
25Parked in a loading bay during restricted hours without loading being seen
1Parked on a restricted street - single or double yellow lines
61A heavy commercial vehicle wholly or partly parked on a footway, verge or land between two carriageways - 7.5 tonnes or more
62Parked with one or more wheels on any part of an urban road other than a carriageway (footway parking)
74Using a vehicle in a parking place in connection with the sale or offering or exposing for sale of goods when prohibited
87Parked in a designated disabled person's parking place without displaying a valid disabled person's badge in the prescribed manner
